When deploying or restoring PermissionSetAssignements to Salesforce, you may encounter an error that reads:

INACTIVE_OWNER_OR_USER:owner or user is inactive. Org Id:00D36000000dEAD

This article explains why these errors occur, and how to resolve it.

The cause

This error message indicates that you are trying to assign a permission set to a user that is inactive.

Fixing the issue

The solution to this error is to either remove the problem records from the deployment, or to reactivate the users on Salesforce.
